Basic People's Congress Arabic: مؤتمر شعبي أساسي‎ (Mu'tamar shaʿbi asāsi ) is the smallest administrative subdivision in Libya. The political caucuses and committees of the Basic People's Congress operate at this level.[1] Geographically it corresponds approximately to the level of a township or borough. Representatives from the Basic People's Congresses regulate operations at the higher shabiyah (district) level.[1]
