Djibouti is divided into five regions and one city:
Ali Sabieh Region    (Region d'Ali Sabieh)
Arta Region (Region d'Arta)
Dikhil Region (Region de Dikhil)
Djibouti (city) (Ville de Djibouti)
Obock Region (Region d'Obock)
Tadjourah Region (Region de Tadjourah)

The regions are further subdivided into 11 districts, some of which span multiple regions.

Article 2 in the constitution of Djibouti states that all Djibouti people may exercise the law. Each region and even each district and any other smaller government are autonomous before the law, and regions and districts get their borders by higher government(s).
